Speakers at a workshop here yesterday said the present government has initiated a move to formulate an integrated national land policy to provide a framework for articulating the role of land in national development and to guide the country towards an efficient and equitable use of land resources, reports BSS.
To this end, the government has formulated the “Draft National Land Policy”. They, however, said the proposed integrated land policy would not replace the existing land-related policies rather it would provide a complete guideline for land use, administration, management and human rights issues related to land, said officials.
Ministry of Land in association with the district administration organized the workshop at Circuit House conference hall in association with ‘Strengthening Access to Land and Property Rights for all Citizens of Bangladesh’ Project.
Taking part in the discussion officials of all organizations concerned like land administration and others involved in land using and management examined the draft policy and suggested some amendments prior to make the policy final.
Additional Commissioner of Rajshahi division Munir Hossain and Deputy Commissioner Mejbah Uddin Chowdhury addressed the programme as the chief and special guests respectively with Shamsul Alam, National director of the project, in the chair.
Shamsul Alam told the meeting that the non-agricultural khas land management and lease policy was formulated in 1995 mentioning specific sections of people entitled to settlement or lease of khas land but left out the landless urban poor.
He said that if needed amendments would be brought to the existing land- related policies under the purview of the new integrated national land policy.
In his remarks, Munir Hossain said the government is working relentlessly in order to strengthen access to land and property rights for all citizens especially the poorest.
There is a lot of hope riding on the effective use of ICT in the Land Management System to usher in modernization, user-friendliness, transparency and accountability in this important sector.
He said the goal of “Digital Bangladesh” can be achieved through digitisation of land records as modernized land management practice is documented for wider replication in developing efficient land market and sustainable land use.
DC Mejbah Uddin Chowdhury said emphasis should be given to creating awareness among people of the targeted communities for their having access to the modernized land records management system through improved civic participation.
“We have to develop a process of identifying landless people for fair distribution of khash land among them properly,” he added.
