Bangladesh Telecommuni-cation Regulatory Commission (BTRC) has asked BanglaPhone, a PSTN and ISP operator, to stop telecom transmission infrastructure service and ordered the company to pay 5.5 per cent of the due revenue within 10 days after receiving the notice from the regulator.
On June 7, A letter signed by Nafisa Mollick, senior assistant director of BTRC, was sent to Bangla Phone asking the company to stop all sorts of commercial and operational activities under the Bangla Phone permit.
“The Bangla Phone will not be allowed to conduct any commercial and operational activities as the government has decided not to renew the companies permit,” the letter said.
BTRC issued permit in favour of Bangla Phone for leasing or sharing of E1, optical fiber, Duct and any telecom installation permit on August 4, 2009.
According to the section 40 of the Telecom Act-2011, the government had renewed the company’s permit for 6 times after issuing it and the last transition period ended on April 22. That last permission was given on request of the company considering preserving consumers’ rights and security of the company’s wealth.
Two BTRC licensed National Telecom Transmission Network (NTTN) operators were suffering due to lease of optical fiber given by Bangla Phone for providing nationwide internet services, the letter also said. “It is creating negative impact on NTTN license holders,” the BTRC letter said.
As a result, Bangla Phone’s will not be allowed to lease out optical fiber.
According to BTRC, they are implementing the decision of the government as NTTN license holder telecom companies are not allowed to conduct such service.
According to Telecom Act-2001, section 40 (1) and section 40 (2), a telecom company can not provide this kind of service when there are licenced NTTN operators in the market and on this ground, government has taken the decision not to renew Bangla Phone’s permit.
