Moghbazar-Mouchak flyover cost up by 58pc

Project deadline to get 18-month extension

The project cost of the Moghbazar-Mouchak Flyover is going to increase from Tk 772.70 crore to Tk 1,218.89 crore, an increase of Tk 446.20 crore or 58 per cent, due to delay in implementation and an increased construction cost, said sources at the Planning Ministry. According to a fresh proposal, the government will provide Tk 242 crore of the additional cost while the rest Tk 203.98 crore will be financed by a Saudi fund. The 8.25-kilometre flyover in the capital is being constructed in three parts— from Holy Family Hospital to Tejgaon, from Kakrail to Rampura and from Mouchak to Banglamotor—to ease traffic congestion between the capital’s north and south parts. The revised detail project plan (DPP) is going to be placed before a meeting of the Executive Committee of National Economic Council (ECNEC) on Tuesday, said sources. Besides the project is likely to get extension by another 18 months to June 2017, the project summary said. The Prime Minister’s Office also directed to extend one end of the flyover by 450 metres from FDC gate to Hotel Sonargaon on the Tejgaon-Panthapath Link Road, which will facilitate vehicular movement over the Sonargaon level crossing and make the flyover 8.70km long, from the original 8.25-kilometre length. Construction cost of the 450-metre extension of the flyover will cost Tk 85 crore, said sources.
The project work was scheduled to begin in 2011 and complete within December 2015, but the work actually started in 2013. The Saudi Fund for Development (SFD) and OPEC Fund for International Development (OFID) have already agreed to increase the project aid amount by $15 million and $6 million respectively. Activities of the revised project include construction of the flyover, acquiring some 3,843.7 square metres of infrastructure and 40 decimal land and purchase of two double-cabin pickups, three laptops and one desktop computer. The summary said the project’s cost and deadline were proposed to be extended because of huge presence of pipelines of different utility services, including 132KV high-voltage electric lines, gas pipelines, water pipe lines, storm waterlines, sewerage lines, BTCL cables and fiber optic cables. The summary also mentioned that Pot Bearing and Shock Transmission Unit will be installed in the flyover so that it can tolerate earthquake, as per the advice of BUET experts.
