Ten policemen and employees of the Barisal Metropolitan Police (BMP) have been punished after they were found guilty of creating a slush fund.
The BMP Deputy Commissioner, Md Habibur Rahman, said on Saturday that 11 policemen and staff members --- former BMP Deputy Commissioner (North) Jillur Rahman, three assistant sub-inspectors (ASIs), a Naik and six constables --- had been accused of corruption. Departmental inquiry was initiated against them. Among the accused, three ASIs—Anisuzzaman, Monir Hossain and Md. Hanif—Naik Kabir Hossain, drivers Shahidul Islam, Bablu Jamadar and Dolon Baral, ration storekeepers Abbasuddin and Arifur Rahman, and constable Tapas Kumar Mandal, have already been punished by the department. Increments of the three ASIs and the Naik have been suspended for three years, while those of the six constables for two years.
The departmental inquiry into charges against the erstwhile DC (North), Jillur Rahman, is still on, the BMP DC added.
The 11 persons were suspended from June 29, 2015 to July 4, 2015 for creating a "bribe fund" to get promotions in service.
The immediate past Commissioner of the BMP, Shaibal Kanti Chowdury, and the Deputy Commissioner (headquarters), Md Shoaib Ahmed, ordered removal of the officials and employees from their posts through a circular issued by the home ministry on August 29, 2015.
BMP sources said 800 new posts were sanctioned and approved for the BMP last year by the establishment and finance ministries. Again, 230 constables were awaiting promotion to the ranks of Habildar and Naik. A massive number was also due for promotion to the rank of ASI after passing their departmental exams.
To get these promotions, a fund was created. Taka 30,000 per head were collected for the posts of Naik and Habildar, and Tk. 50,000 for the post of ASI. More than Tk. 1 crore were deposited under the fund in a joint bank account at the Barisal branch of the Douch-Bangla Bank.
After the matter came to light, the security cell of the police headquarters launched an inquiry. It summoned Bablu, bodyguard of BMP Deputy Commissioner (North) Jillur Rahman, Naik Kobir and ASI Monir to Dhaka on June 17, 2015. Following their interrogation, ASI Anis was also summoned on June 19, 2015. After their statements were recorded, they returned to Barisal.
Suspension orders on the 10 officials and members of the staff were sent from the police headquarters on June 27, 2015, sources said. The DC (North) was also suspended and attached to the Sylhet Police on July 4 for being directly involved in the irregularities. The BMP authorities recovered Tk. 60 lakh worth of bribe funds from him.
