Political stability needed for budget implementation

RAJSHAHI: Speakers at a post-budget press conference here yesterday said political stability and commitment has become an urgent need for proper and successful implementation of the national budget, reports BSS. They viewed transparency, accountability and people’s participation should be ensured in all tiers of the budget implementation process so that people in general could derive total benefits of the budget. They called for special budgetary allocation to the agriculture and surface water irrigation sectors in the region to boost the farm production. District unit of Campaign for Good Governance (CGG) hosted the programme titled “Post Budget Media Conference at District Level 2015-16” at Metropolitan Press Club elaborating various sides of the proposed budget for 2015-16 fiscal. Editor of Dainik Barta SMA Kader, CGG local unit president Akbarul Hassan Millat, General Secretary Azizur Rahman, Member Nur-E-Jannat and District Campaigner Facilitator Tahera Khatun spoke on the occasion.
In the meeting, they also put forward a set of demands which included implementation of the proposed North Rajshahi Irrigation Project for producing additional food grains and ensuring use of surface water reducing ground water use. They also demanded protection of silk industries and silk growers, establishment of agriculture based EPZ and constructing new educational institutions. In his concept-paper presentation, Akbarul Hassan Millat gave an overview of the proposed national budget besides putting forward a set of recommendations.
He said some emergency service-sectors like health and education should be given priority and enhanced budgetary allocation. “Commercialisation in health and education sectors must be discouraged substantially”. He said emphasis should be given on enhancing number and amount of direct taxes instead of only indirect ones. “Peoples should be given scopes of knowing whether his tax-paid money is spending properly or not”. Hassan Millat voiced for arranging mechanism of making the unemployed youths competent for the international job markets. “The sector should be brought under special budgetary allocation,” he added.
