Posts of BN, BAF chiefs to be upgraded

DEEPAK ACHARJEE

The government will soon upgrade the posts of chiefs of Bangladesh Navy (BN) and Bangladesh Air Force (BAF) for better coordination between operational, administrative and command wings among the armed forces with a view to implementing the forces' goal 2030.
The post of chief of BN will be upgraded to Admiral rank from the existing rank of Vice Admiral, while the post of chief of BAF will be upgraded to Air Chief Marshal from the existing Air Martial.
Towards upgrading the posts, the Defence Ministry has already prepared a proposal and it will be placed in the meeting of Secretary Committee on Administrative Improvement Affairs to be held today.
Upon recommendation of the Secretary Committee, the Defence Ministry will issue a gazette notification for upgrading posts of chiefs of BN and BAF.
Following a directive from Prime Minister Sheikh Hasina who is also in-charge of the Defence Ministry, the government will provide equal status to chiefs of Bangladesh Army (BA), BN and BAF. As per the Defence Ministry proposal, new posts will be created only after upgradation of BN and BAF whose strengths are 22,000 and 15,000, respectively.

The proposal reads, “The status of the chiefs of three forces were equal during the government headed by the Father of the Nation Bangabandhu Sheikh Mujibur Rahman and their status is equal as per the Warrant of Precedent.”
“There is not parity between the posts of chiefs of the BA, BN and BAF. And that is why the posts of chiefs of BN and BAF should be upgraded permanently,” it adds.
It points out that the Finance Ministry and Public Administration Ministry have already given approval recently though they have not mentioned whether posts of Vice Admiral and Air Martial will be abolished or not.
The PM has consented to the proposal of upgrading posts of chiefs of BN and BAF on September 22 last year. She has also announced plans to soon transform BN into a three-dimensional force with a view to ensuring security of 118,813 sq km of the country’s sea territory.
The government has signed a state-to-state deal with China to purchase two Ming-class submarines by 2016 to protect the country’s maritime resources and territorial waters. At the same time, huge quantities of military hardware, sophisticated arms and ammunition as well as large numbers of fighter planes, helicopters and security devices have been purchased to enhance efficiency and capabilities of the armed forces.
On January 16, 2013, the government had signed a USD 1 billion deal with the Russian government to procure military hardware for the armed forces to make them more efficient.
