It would surely be a great job done if the plan for setting up of 60 police investigation centres can be duly be completed across the country. According to a report published in this newspaper yesterday, in fact, 17 centres have already been built at different locations in the country and it is expected that rest of the 43 centres will be completed and become functional soon manned by sufficient number of skilled personnel. For dealing with crimes that are being committed in society, investigation is a very important part of policing and police in Bangladesh as a whole is way behind the criminals. As far as investigation is concerned, this lacking is particularly true. This is mostly due to the lack of adequate and trained manpower on the one hand and absence of infrastructure and apparatus on the other. Apparent lack of sincerity on the part of police force is also an important reason for which crimes committed in society are often dealt with poorly.
However, up until now, investigating a crime committed in a remote location, investigation teams visit the place from the urban-based police investigation centres. This process involves time, by which clues at a crime scene might get lost and unravelling the crime gets a very difficult task. In fact, because of lack investigation many crimes of serious nature have failed to see the light of day in our country. So, these investigation centres would hopefully fill the gap in this regard considerably.
In the rural areas of the country, many crimes committed against women often go unreported. There are many reasons. First of all, it is often alleged that police discourage taking cases of rape victims or other forms of sexual offence. There is a social reason also for which victims of sexual offence do not go to police and hide the crime. This hushing-up of an offence, in fact, encourages the criminals to commit more such crimes.
Therefore, it is expected from the police forces that they would be always ready to help a victim at any given moment with friendly behaviour. The investigation centres once completed and equipped with sufficient apparatus would be able to make a quick probe into a crime. It must be pointed out here that common people do not usually want to go to police because the force has created such a hostile image before the public. The police department has to take the matter seriously.
