Most of the government employees have expressed their dissatisfaction over the new pay-scale, announced on Tuesday after a long-drawn procedure.
They said the pay-scale was defective and discriminatory. A section of the employees is planning to protest against the decision of the government. The employees want to launch a movement and file a legal suit against the pay-scale, sources among different cadres told The Independent.
The Prokrichi-BCS Coordination Committee, an organisation of engineers, agronomists, physicians and 26 other cadres of the government will meet today (Friday) and decide their next course of action. They want to continue protesting and fighting legally against the decision, several leaders of government employees told The Independent yesterday (Thursday).
On Tuesday (December 15), the government published a gazette notification of the new pay structure approved by the Cabinet on September 7.
According to the employees, the new pay-scale has the provision for elevation to upper grades after 10 and 16 years service in block posts and other posts, where there is limited scope for promotion. Earlier, they got the scope after four years of successful service. New employees got the selection scale in the fourth year and in the fifth year they got seniority. This means they used to get two benefits within five years of their job.
In the new system, they will get the scope of a single elevation after years of service. They will be losers financially and officially. There will be little difference between senior and junior officials in the official position, they claimed. Talking to this correspondent, they also claimed that almost 95 per cent of the employees who are from the other 26 cadres of the government except the admin cadre officials, will be losers with the decision of the government.
Citing the decision of upgrading the status of entry-level assistant commissioners (assistant secretaries) at the eighth grade from the existing ninth, they claimed that the officials who are already in service, will get promotion in the eighth grade after five years. The new officials will enter the service in the eighth grade. It will also create discrimination in the service.
With this discrimination, the conflict between the admin and other cadres of the administration will intensify.
Considering the situation, the employees’ organisations are planning to launch a tougher movement and take legal steps to eliminate the discrimination. Spokesperson SM Golam Kibria of the Prokrichi-BCS Coordination Committee, told The Independent that they have yet to finalise their decision on their next course of action.
The Bangladesh Secretariat Officer-Employees United Council president, Nizamul Islam Bhuiyan Milon, said the government employees are happy that the gazette has been issued, but they are also frustrated over the discrimination in the pay scale. It will create conflicts in the administration.
