EC seeks strike force to guard

The Election Commission (EC) has proposed to deploy mobile and striking forces for the December 30 municipality election for four consecutive days, starting from two days ahead of polling. Such forces comprising personnel from police, APBN, Battalion Ansar, RAB, Coast Guard and Border Guard Bangladesh (BGB) would be tasked with maintaining law and order in areas falling under 234-poll bound municipalities. The EC has also sought the deployment of the same number of law enforcers for the forthcoming polls as was deployed in the 2011 municipality election. According to the EC proposal, a team of 20 law enforcers comprising police, Ansar and VDP personnel would be deployed at important polling centres and 19 law enforcers at general centres.
The poll panel said the law enforcers will carry out six types of duties. The main task of police will be to maintain law and order at the polling centres. They will also ensure security all the time while carrying election materials and documents, ensure security of the election officers and employees, ensure local discipline including local public security and maintaining the queues of voters, and create an environment of confidence for the voters. The Ansar and VDP will carry out the duties following the specific plans of the police force.
A total of 2,193 members in mobile forces and 731 personnel in striking forces from police, APBN and Battalion Ansar will be deployed. As many as 234 RAB personnel (subject to availability) will also be posted in the poll-bound areas. One platoon of BGB will be stationed in each municipality, while one platoon of Coast Guard will keep vigil in each municipality in the coastal areas. The EC has also proposed the deployment RAB/police teams outside polling centres as static forces.
It has said one executive magistrate can be deployed in each municipality since the date of withdrawal of nominations and one executive magistrate for three general wards can be deployed for four days, starting from two days ahead of election. The EC has also proposed to deploy judicial magistrates in municipality areas for summery trials. As per the proposal, one judicial magistrate will be deployed for 18 general wards and two judicial magistrates will be there for over 18 general wards. They will carry out their duties for the same period as the executive magistrates. A total of 965 executive magistrates and only 239 magistrates will be deployed in the 234 municipalities during election, EC sources said.
