China has put forth an expression of interest (EOI) to invest in the four-lane Dhaka-Chittagong Expressway Project to improve connectivity between the capital and the port city.
The China Railway International Group (CRIG) on December 12 expressed the interest in executing the project with Chinese government funding (on G to G basis) to the Minister for Road Transport and Bridges, Obaidul Quder. Ministry officials said CRIG is eager to sign the contract as soon as possible.
According to the EOI, CRIG is a platform and flagship subsidiary which develops international business on behalf of China Railway Group Limited (CREC), which stood first among the top 225 global contractors in ENR2015 and 71st in Fortune Global 500 2015. CREC is a super-large, integrated, state-owned construction group with more than 300,000 staff and is involved in investment, financing, consultancy, survey, design, manufacture, supply, construction, installation, operation and management services.
CREC had an annual turnover of more than US$ 100 billion in 2014.
The EOI said, “We understand that this high priority project is critical to Bangladesh government’s strategy of strengthening information technology towards ‘Vision 2021’ as it will play an important role in multiple transportation along the Dhaka-Chittagong corridor and contribute significantly towards the national economy and development of Bangladesh.”
“We are well prepared to sign a MOU with your esteemed ministry. Through signing the MOU as a first step, our cooperation will cover complete execution of the project jointly and CRIG will provide Chinese government funding related services for the entire project. In this regard, we are ready to discuss with your ministry the details and we will also introduce advanced technologies to construct this important project to ensure its longest design life,” added the EOI.
In July last year, nearly a decade after the initiative was taken for faster communication between Dhaka and Chittagong, the government inked a Tk. 83 crore deal with a joint venture for preparing detailed design of the Dhaka-Chittagong expressway.
The deal is the first major step towards building a six-lane freeway that will greatly benefit the economy as 90 per cent of the country’s export-import takes place through the existing two-lane highway.
However, Bangladesh will have to wait until 2023 for completion of the expressway. That too, depends on the private sector coming forward with finance as the government has decided to build it under Public-Private Partnership (PPP) initiative.
Under the deal, the consulting firm will conduct a feasibility study and prepare the design in three years and select the most viable alignment, which can be elevated over the existing Dhaka-Chittagong highway or ad-grade (on the ground) or both.
