That 2.5 lakh posts are lying vacant in different ministries of the government is a worrying piece of information. A report on this appeared in a daily newspaper yesterday. The highest number of posts is lying vacant in the health ministry which stands at 27,835. It is followed by primary and mass education ministry with 26,516 vacant posts. The other ministries that are suffering from shortage of manpower are agriculture ministry, home ministry, education ministry, post and telecommunication ministry, railways ministry and public administration ministry. The ministries concerned have failed to fill up these posts despite governmental approval. It is unfortunate that despite repeated directives these posts are remaining vacant.
There is no alternative to filling up vacant posts to get desired services from the relevant ministries. But there are also some departments of the government where redundant staff rule the roost. They are a liability than assets. They are eating up precious resources from the state exchequer. There is no point in nurturing these useless members of the staff. They should be identified and shown the door. On the other hand, important administrative and other activities are being hampered in many departments due to acute shortage of manpower.
Health, education and agriculture are among those sectors where success has been achieved in recent times. But the ministries which have attained the successes are suffering from manpower shortage. According to sources, hospitals are running with shortage of doctors. As a result, patients are deprived of the essential healthcare. For want of teachers, particularly at government primary schools, educational activities are suffering serious setbacks. Similarly, the posts of agriculture officers are also lying vacant. Agriculture is a pillar of our economy. If the vacant posts are not filled up the situation will deteriorate and that ultimately will affect the national economy. The number of educated jobless people is continuing to rise in the country. If the vacant posts are filled up it will contribute to solution of unemployment problem greatly.
Considering all these, the government should fill up the vacant posts in the shortest possible time. The government can also go for recruitment of skilled manpower in different departments outside the cadre services with attractive salaries and perks on contractual basis. It will bring dynamism in the civil administration. The persons hired on this basis would be expected to deliver better. It is better than sustaining useless and redundant staff.
