HC questions legality of circular

The High Court yestreday issued a rule on the government to explain in two weeks as to why the circular on the teacher recruitment at non-government educational institutions should not be declared illegal, reports UNB.
An HC bench of Justice Tariq ul Hakim and Justice Farid Ahmed Shibli came up with the rule following a writ petition. Senior Supreme Court lawyer ABM Nurul Islam filed the writ challenging the circular.
The Education Secretary and the director general of the Directorate of Secondary and Higher Education have been made respondents to the rule.
The government recently published a circular on the amendment to the section 21 of the Non-Government Teachers' Registration and Certification Authority (NTRCA).
As per the circular, if any non-government educational institution recruits a teacher after publishing an advertisement on and after October 22 last, the appointment will be deemed illegal.
