The High Court yesterday summoned two top officials of the Directorate of Secondary and Higher Education (DSHE) for violating its earlier order on cancellation of monthly payment orders (MPOs) of five college teachers.
Director General Fahima Khatun and assistant director Helal Uddin have been asked to appear before the court on Jan 5 to explain their position on the matter.  The HC bench also aked the two to explain why they have ordered five teachers of Rangpur Model College to refund their salaries, despite a stay order by the court.
It issued another rule asking the authorities concerned to explain why contempt of court charges should not be brought against the DSHE director general, education secretary and five others for not complying with its earlier order.
The HC bench, comprising Justice Md Miftah Uddin Chouwdhury and Justice Md Mozibur Rahman Miah, came up with the order and rule after hearing a petition filed by four teachers and an instructor of Rangpur Model College.
On Jan 11, 2010, the DSHE issued letters to the five which said their appointments were not valid, and cancelled their inclusion in MPO scheme. It also asked them to reimburse their salaries and allowances paid under the MPO.  The five then filed a writ petition challenging the legality of the letter.
In response to the petition, the HC on Jan 27, 2010 stayed the effectiveness of the letter.
But, the DSHE authorities on Nov 24 this year wrote to the five, asking why their inclusion in the MPO should not be withheld and told them to repay the salary and allowances to state exchequer within seven days.
