[Editor’s note] From October 26 to 29, the Fifth Plenary Session of 18th CPC Central Committee was held in Beijing, which de?ned the concepts of innovative, coordinated, green, open and shared economic development. The ?ve development concepts are the concentrated embodiment of China’s development ideas, development direction and development focus in the “13th Five-Year Plan” period, stretching into the long term.
China’s “13th Five-Year Plan” objectives cannot be achieved without pragmatic cooperation with the rest of world, and the implementation of the “13th Five-Year Plan” will bring the world more opportunities for development. In order for over-seas readers to understand how Yunnan will implement these five development concepts, as well as the difficulties and priorities in the process, we are devoting three special columns, namely “Five Development Concepts – Voice of Yunnan,” “Five Development Concepts – Stories of Yunnan” and “Five Development Concepts – Practice of Yunnan”. In this issue, let’s look at “Five Development Concepts – Voice of Yunnan” (Part 2) to learn about the insights of Yunnan experts and scholars on the concepts of open development and shared development.
Open development

Yunnan should accurately grasp the implication of constructing itself into a pivot of China’s opening-up to South and Southeast Asia. To this end, Yunnan should give full play to its resources and geographical and cultural advantages, adhere to opening up and coordinate national and provincial development, bringing together domestic and foreign resources, and proactively serve and integrate national strategies. This province should stick to the themes of opening up, development, cooperation and win-win, while focusing on policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds. In addition, it should accelerate the construction of international transport routes connecting southwest China with the Indian Ocean by land, strength-en the construction of the mutually beneficial and win-win cooperative platforms, and build export-oriented industrial bases focused on features and advantages, regional economic growth centre’s, windows for harmonious and inclusive cultural ex-changes, and fully functional, interactive and shared service platforms. Yunnan should strive to improve infrastructure, industrial support, and service platform support capabilities, greatly raise the level of opening up, expand space for open development and enhance capacity for sustainable development. In this way, Yunnan will achieve new heights of influence, becoming a driving force in China’s border opening-up to South and Southeast Asian countries..
Shared development
