Govt told to act against errant schools

The High Court has directed government to take action against managing committees of schools which are charging fees higher than stipulated by the government for appearing in Secondary School Certificate (SSC) examinations.
An HC bench comprising Justice Quazi Reza-ul Hoque and Justice Abu Taher Mohammad Saifur Rahman passed the order in the wake of a report titled “SSC students forced to pay extra exam fees” in a national daily on November 17.
The bench further directed all education boards to open complaint centres for students and guardians to lodge complaints about extra fees being charged and for them to respond to those complaints accordingly. The court asked concerned authorities to submit a compliance report by January 6.
Supreme Court lawyer Mozammel Hossain placed the media report before the bench, seeking necessary order on the matter.
According to the report, authorities of different high schools in Barisal are imposing excessive fees on guardians of students for SSC examinations, ignoring instructions of the Barisal Education Board.
The report said that school authorities are collecting an additional Tk. 500 to 2,000 from each SSC student in the name of tuition fees, coaching, management, development, magazine, sports, milad mahfil, mosques, salaries of fourth-class employees and so on.
Whereas the education board has fixed fees for filling-up forms for SSC students between Tk. 1,355 and Tk. 1,545; the report added.
On November 11 last year, the HC had issued a suo-moto rule asking government to explain why charging extra fees from SSC examination candidates should not be declared illegal.
During a hearing on the rule, the court, on January 6 this year, ordered the government to make schools in Dhaka refund extra fees charged from SSC candidates by January 20.
It also said that existing management committees of those schools would otherwise be cancelled and members would be barred from holding any position in such committees for three years. Deputy Attorney General Tapas Kumar Biswas was present in court during hearing.
