The government is going to increase the number of secretary-level posts by promoting 30 additional secretaries (Grade-II scale official) to the post of Grade-I officials, sources in the public administration ministry said. To promote the additional secretaries to Grade-I, the government will amend the existing promotion rules of the civil bureaucracy soon, they said. After amending the rules, the 30 additional secretaries will be posted to the secretary-level positions of different departments and directorates under various ministries and divisions, as chiefs of the organisations such as chairman, director-general and chief engineer, the sources said.
With the promotion of the additional secretaries, the number of Grade-I (secretary-level officials) posts in the civil bureaucracy will be 103. The secretary committee on administrative improvement affairs, in its meeting held recently, formed a high-powered promotion committee, headed by the senior secretary of the commerce ministry, to recommend changes in the promotions rules.
Secretaries of industries, bank and financial organisations division, legislative and parliamentary affairs division, and additional secretaries of public administration ministry and the cabinet division have been included in the promotion committee.
The secretary committee has asked the promotion committee to submit its report with their recommendations, before the secretary committee, within one month of its formation.
In 2013, the government upgraded 30 posts to secretary-level (Grade-I scale) posts in different departments and directorates under various ministries and divisions, from Grade-2, to accommodate some additional secretaries to the secretary-level posts in the civil bureaucracy.
In the absence of amendment to the existing promotion rules, the authorities concerned would not provide financial benefits to the promoted Grade-I officials in different directorates and departments.
To ensure increased benefits for the promoted officials, the government needs to amend the existing promotion rules of the civil bureaucracy, the sources said.
Senior secretary of public administration ministry Dr Kamal Abdul Naser Chowdhury told The Independent that they would amend the existing promotion rules, to promote Grade-II officials (additional secretary) to the post of Grade-I post (secretary-level). “Grade-I post does not mean secretary,” he said.
Sources in the public administration ministry said that there were some Grade-1 officials in some departments, including Bangladesh police.
The status of inspector general of police AKM Shahidul Hoque, was recently raised to secretary level following a home ministry order.
As of Saturday, a total of 69 secretaries and acting secretaries are now working against 73 duty posts, while 409 additional secretaries are working against 110 posts. A total of 905 joint secretaries are working in different ministries and divisions, against 341 sanctioned posts, while 1,303 deputy secretaries are working against the 828 sanctioned posts.
As many as 5,739 cadre officials are currently working in the civil administration.
