Adhere to innovative development
We must put innovation at the core of national development, constantly promote theoretical innovation, institutional innovation, technological innovation and cultural innovation, so that innovation will grown into a general trend across the whole of society.
Yunnan is a less developed province, so it is particularly important for it to promote innovative development. Only through innovative development can we really break a path to leapfrog development. Therefore we must effectively implement the concept of innovative development. To this end, I would like to make the following recommendations: first, to adhere to comprehensive innovation; second, to enhance the capability of independent innovation, which is fundamental for innovative development; third, to cultivate innovative talents, which is the key to innovative development; fourth, to overcome structural and institutional obstacles.

Adhere to coordinated development
We must firmly grasp the overall layout of the socialist cause with Chinese characteristics; correctly handle the major relationships in development; focus on promoting the coordinated development of urban and rural regions, promoting coordinated economic and social development and promoting the simultaneous development of new industrialization, informatization, urbanization and agricultural modernization; enhance national hard power while improving national soft power; and constantly strengthen the integrity of development.
On the level of practical requirement, the priorities are as follows: first, the coordinated development of different regions; second, the coordinated development of urban and rural areas, which is of greater importance to Yunnan Province. The biggest problem facing Yunnan is the urban-rural dual structure. Then how can we promote urbanization while in practice follow the idea of urban-rural integration? The 5th Plenary Session put forward the goal of building a well-off society in an all-around way. Among the six goals, a very important goal is to increase the urbanization rate, and two “short slabs” are restricting the development of Yunnan: one is the relatively low degree of industrialization, and the other is the low level of urbanization. These represent the new starting points for research and development of our practice.

Adhere to green development
We must adhere to the basic national policy of saving resources and protecting the environment; adhere to sustainable development; adhere to the path of civilized development which ensures that production increases, people’s living standards rise, and we live in a good ecological environment; accelerate the construction of a resource-saving and environment-friendly society; form the new pattern of modernization featuring harmonious development between man and nature; promote the construction of a beautiful China; and make new contributions to global ecological security.
The implications of the concept of green development are reflected on three levels: the first level is to adhere to our basic national policy: resource conservation and environmental protection; the second level is to embark on a path of civilized development which ensures that production increases, people’s living standards rise, and we live in a good ecological environment; the third level is to construct a resource-saving and environment-friendly society.
In terms of practical requirements, Yunnan must strive to become the vanguard in the construction of ecological civilization as proposed by President Xi Jinping. To this end, there are two important aspects for which we must carry out in-depth studies, develop ideas and find countermeasures. One is the issue of the construction of the main functional areas of Yunnan, and the other is the issue of low-carbon development and environmental protection. In the construction of ecological civilization, what should be the priorities of environmental governance? What ideas should we have for the construction of ecological security barriers? What problems should we solve in practice? These are worth considering.
