Authorities of different high schools in Barisal, be they public or private, are allegedly charging the candidates of the upcoming Secondary School Certificate (SSC) examinations higher fees, stirring an outcry among the students and their guardians.
The fees being realised are higher than those set by Barisal Education Board (BEB), many commented. According to the board sources, there are over seven lakh students in 1,342 non-government high schools under BEB, most of whom are from poor families.
Realising of excessive fees has put a good number of poor guardians of the SSC candidates under a great financial strain.
They find it an uphill task to manage such a big amount money for examination fees for their wards either by selling or mortgaging their properties or by borrowing money from the loan sharks. Prof. Ziaul Huq, chairman of Barisal Education Board, however, said that actions would be taken if any complaint about realising excessive SSC examination fees from the candidates is proved after investigation.
He said that BEB has already sent a notice to the school authorities asking them not to take extra money from the students as examination fees.
The BEB has fixed highest fees at Tk 1355 to1455 for each of the examinees of the humanities and commerce groups and 1445 to 1545 fees for each of the science groups examinees, including Tk 70 fee per paper for written and theoretical subjects, Tk30 per paper for practical examination, Tk 35 for academic transcript, Tk 100 for certificate, Tk15 for scout , Tk 15 for girl guides, Tk15 for education week funds , Tk100 for GPA improvement, Tk 100 for irregular examination, Tk 100 for late fees, Tk 300 center fees and others for board fees .
Filling up forms at the schools started on November 12 and forms can be filled up online and fees submitted through TT to the education board account without fine till November 18 and with fine till November 25, sources said Copies of TT receipts can be submitted to the account section of BEB office by November 26, 2015.
After visiting and contacting different secondary schools and students, it was fond that extra fees of Tk.1000 to 2,000 were being collected in the name of tuition fees, publishing of results, coaching, management, development, magazine, sports, milad, mosques, salaries of fourth class employees, and other heads. This practice has pushed a good number of poor parents of the SSC candidates into great financial strain.
Dasgupta Ashish Kumar, president of Barisal Teachers Association, acknowledged that the extra fees were being collected for tuition, coaching, development, magazine, sports, milad, mosques, salaries of class IV employees, and other heads.
When contacted, headmasters of several high schools denying the realisation of excessive examination fees said they were taking examination fees as per the directive of the board and the board has no jurisdiction for imposing restriction on collection of money for other heads from the candidates.
