ADP implementation 2pc lower in July-Oct

The progress of implementation of the Annual Development Programme (ADP) in the first four months (July–October) of the current fiscal year reached 11 per cent, which is 2 per cent lower than that recorded in the corresponding period of the previous fiscal year.
According to the report of the Implementation, Monitoring and Evaluation Division (IMED), the achievement of this fiscal year was the lowest during the last three years, as the government could implement 13 per cent in FY 2014–15 and 14 per cent in FY 2013–14.  
The total expenditure during these four months was Tk 11,595 crore. Of the total cost, Tk 7,461 crore was from the government fund. The share of local funding was Tk 62,500 crore (62 per cent) and Tk 34,500 crore (34 per cent) of the allocation. This was released during the July–October period.
IMED figures showed that the home ministry achieved the highest implementation rate of 24 per cent, while the Legislative and Parliamentary Affairs Division achieved only 4 per cent in July–October. The utilisation rate of the top 10 ministries and divisions during the four-month period was 12 per cent (or Tk 9,109.12 crore).
Among the top ministries and divisions, the Local Government Division logged the highest expenditure of Tk 2,876.46 crore (18 per cent), followed by the education ministry at Tk 622.41 crore (15 per cent). Again, the Power Division’s progress was 14 per cent (Tk 2,340.41 crore), the health and family welfare ministry’s 13 per cent (Tk 668.52 crore), the Energy and Mineral Resources Division’s 8 per cent (Tk 300.52 crore), the water resources ministry’s 5 per cent (Tk 137.55 crore), the Roads Division’s 10 per cent (Tk 556.93 crore), the Railways Division’s 6 per cent (Tk 307.46 crore), and the Bridges Division’s 6 per cent (Tk 515.37 crore).
The National Economic Council (NEC) allocated a Tk 97,000-crore ADP for FY 2015–16, with an additional Tk 3,997 crore allocation for the autonomous state-owned enterprises, which will implement the projects with their own financing.
In connection with the low implementation of the ADP, the planning minister has urged the secretaries of the line ministries to expedite the implementation of the projects and directed the Planning Commission to formulate unified rules for appointments of project directors.
In the last financial year (2014–15), the government ministries and agencies spent, according to official count, 91 per cent of the Tk 750 billion ADP.
Although the planning ministry had taken several steps to expedite the execution of projects, the status of implementation was lowest in the five years in the last FY, as the performances of some of the bigger ministries were below the mark.
