The University Grants Commission (UGC) is very positively putting together a comprehensive research policy as research work at the tertiary level of education is scant, of poor quality, and fails to meet world standards. According to a report of this newspaper yesterday, to overcome the setback, the UGC has taken this initiative to formulate the comprehensive research policy for researchers at different educational institutions. The purpose of this policy is to ensure quality and outcome-based research. We welcome the UGC initiative.
The quality of a university is determined by the standard of its research. No university can expect to flourish without research activities. Universities generate new knowledge and create innovations as per the needs of the country and the world. And this comes through quality research. The quantitative expansion of education in the country without ensuring quality will be an exercise in futility. This kind of education will be a bane instead of boon for the country and will hardly serve any purpose. Unfortunately, our universities are lagging far behind in this regard.
According to the UGC observation, the research papers they receive from teachers are not up to the mark or based on core issues. Though the number of universities in the country keeps increasing, most of them cannot offer quality education to students due to various reasons. Many private universities lack qualified teachers, vice-chancellors (VCs), and other staff members. Many of these universities are confronted with various irregularities.
It is disturbing to note that most of the highest seats of learning in the country are failing to impart quality education to students. Be it a public or private university, or a private medical college, the scenario is almost everywhere the same.
The country witnessed a mushroom growth of educational institutions, including private universities and private medical colleges, during the past few years. Universities and medical colleges have been set up without fulfilling the conditions required. Many of the private universities failed to ensure minimum standard of education. Those are producing certificate-oriented graduates and post-graduates in exchange for a huge amount of money.
It is high time to stem the rot before it is too late. For ensuring quality education there is no alternative to having competent teachers in universities. Moreover, more research needs more money. The government must give more funds to the universities for generating quality research activities.
