Submit Louis Kahn master plan: SC

STAFF REPORTER

The Appellate Division of the Supreme Court (SC) yesterday directed parliament secretariat to submit in three months the master plan of Jatiya Sangsad Bhaban that was designed by famous architect Louis I Kahn.
A three-member bench of the Appellate Division headed by Chief Justice Surendra Kumar Sinha gave the order while hearing an appeal filed by the government, challenging a June 2004 High Court (HC) verdict which declared the residences of Speaker and Deputy Speaker near parliament building as illegal.
Additional Attorney General Murad Reza, after coming out of court, told reporters that the apex court had directed concerned authorities to submit in three months Louis’ master plan. He said following HC’s 2004 verdict declaring the residences of Speaker and Deputy Speaker in parliament premises as illegal, the apex court wanted to examine Louis’ master plan. The entire Jatiya Sangsad Complex including the lawns, lake and residences of members of parliament (MPs) has been designed by the renowned architect. Murad alleged that residences could not be declared illegal without examining the master plan which is now in the Pennsylvania State University archives in USA. He toldThe Independent that the HC order declaring residences of the Speaker and Deputy Speaker in parliament premises as illegal is incorrect as the HC did not first examine Louis’ master plan. Murad stressed that the HC ought to have examined the master plan before delivering the verdict.
Further, the HC, in its 2004 judgment, had also directed the government to take steps to announce Jatiya Sangsad Bhaban as a world heritage. Reacting to this, Murad said it is impossible to announce Jatiya Sangsad Bhaban a world heritage as the structure of parliament is the symbol of the country’s sovereignty.
