The Election Commission (EC) yesterday drew up draft election rules for the Paurasava polls, with a provision for party election expenditure of maximum Tk. 1 lakh in each municipality. The rules say that an independent aspirant for the post of Mayor needs 400 supporters to be a candidate in the municipality polls whereas an independent aspirant for the post of Ward Councilor needs the support of 50 people. According to EC sources, nothing has been finalised yet as the draft election rules have not received approval of the Chief Election Commissioner and four other Commissioners.
Joint Secretary of EC Secretariat Jesmin Tuli told The Independent that while such provisions have been made in the draft election rules, it has not still got the green signal from all Commissioners. “We have kept a provision for maximum Tk. 1 lakh party election expenditure while the Mayoral candidate needs 400 supporters to be candidate. Similarly, an aspirant to the post of Ward Councilor needs 50 supporters. But nothing is final till approved by all commissioners,” she said.
Asked when the draft election rules would be sent to the Law Ministry for vetting, she said, “If it is approved today at the Commission, we will try to send it today.” Jesmin added that they will issue a gazette notification after getting approval from the Law Ministry.
With local body polls to be held under party banners for the first time, the EC is introducing amendments to rules regarding nomination of candidates, party expenditure, number of supporters for independent candidates etc.
