The campaigning for the Rangpur-3 parliamentary by-election, slated for October 5, ended yesterday. The Election Commission (EC) has banned the plying of various vehicles and holding any kind of meeting or gathering for the sake of holding the by-poll in a fair and peaceful manner. An EC circular said the ban will be imposed on the plying of baby taxis, auto rickshaws, easy bikes, taxi cabs, microbuses, jeeps, cars, buses, trucks and tempos from 12 midnight of October 4 to 12 midnight October 5. Besides, plying of motorcycles from 12 midnight on October 3 to midnight October 6 has also been banned.
However, vehicles used for election and emergency purposes will be out of the ban’s purview. Also yesterday, Jatiya Party (JaPa) candidate Rahgir Al Mahi Saad Ershad, son of the late HM Ershad, independent aspirant and rebel JaPa candidate Hossain Mokbul Shahriar Asif and Bangladesh Nationalist Party (BNP) candidate Rita Rahman carried out their mass contact programmes at different parts of the constituency on the last day of campaigning. All the candidates expressed hope of winning the polls and urged voters to cast their ballots in their favour. Rangpur regional election officer and returning officer GM Shahtab Uddin said all kinds of meetings and rallies were banned since 9am yesterday. Besides, outsiders have been told to leave the election area.
Earlier, the EC had announced that electronic voting machines (EVMs) would be used in the Rangpur-3 by-election. As per EC arrangements, the returning office held mock voting in 175 polling stations ahead of the main polls to familiarise voters with EVMs. The presiding and polling officers showed the voters how to cast their votes through the mock voting. The electronic voting machines will be used at all 1,023 booths of 175 polling centres across the constituency. The returning officer said that 442,072 voters will cast their votes. Of them, 221,310 are men and 221,762 women.
A total of 3,244 election officials, including 175 presiding officers and 3,069 assistant presiding officers and polling officers, will conduct the elections. The parliamentary seat of Rangpur-3 fell vacant after the demise of Jatiya Party chairman HM Ershad in July.
