DEV PROJECT PROFILE OF CTG MEDICAL VARSITY

Tk 27,720 for pillow, Tk 28000 for cover

The Development Project Profile (DPP) of the Chattogram Medical University (CMU) was sent back to authorities concerned for amendment as the proposed purchase rates are abnormally higher than the market prices.

The DPP of the medical university proposed to earmark Tk. 27,720 for one pillow which is much higher than the amount spent for buying a pillow for Tk 5,957 to furnish Rooppur Nuclear Power Plant earlier this year.

Legal action will be taken against those involved in preparing a flawed DPP of the CMU development project.

Health Minister Zahid Malik uttered the warning those involved in the graft to reporters after a function at the Bangabandhu Sheikh Mujib Medical University (BSMMU) yesterday.

Earlier, the health ministry had sent a proposal of Tk. 2,800.62 crore to the Planning Commission for establishment of the CMU and purchase of equipment and apparatus for the university. But the commission returned the DPP to the health ministry after finding inconsistencies in the prices on various items in the DPP.

The health ministry had proposed Tk. 84,000 to procure a disposable surgical cap and mask in the DPP, while the actual current market price happens to be only Tk. 100–200. It had also proposed to procure sterile hand gloves at Tk 35,000 per piece, while the present market price is around Tk 20–50 only. The DPP had also proposed Tk 27,720 for one pillow, Tk 28,000 for its cover, and Tk 56,000 for a five-ml test tube.

The Planning Commission returned the proposed DPP to the health ministry after preparing a table of 12 items with present market prices. The commission also asked the ministry to take stern legal action against those who prepared the DPP. The liability of such a huge mistake cannot be skipped just by admitting fault, said sources.

When asked about the matter, health minister Zahid Malik said: “There was a mistake in the DPP. We will submit the revised DPP following the Planning Commission’s requirement.”

He also said action would be taken against those who were involved in preparing the DPP. “I returned home from abroad yesterday. I will look into the matter. A DPP runs into around 2,000 pages as thousands of items are included. The Planning Commission already informed us about the inconsistencies,” he told reporters.

The DPP, however, is yet to be approved. Offering an exonerative explanation, the heath minister said the DPP would first be approved by pre-Ecnec. After scrutinising the mistakes, it will be placed before ECNEC for final approval.

“Of course we will see the matter seriously. It will be checked why the officials had given wrong information in the DPP. We think there are some mistakes in the DPP,” Zahid Malik said.

He said steps would be taken to prevent such mistakes in future.
