The education ministry yesterday published Admission Policy, 2015, for non-government educational institutions, keeping the provision for 40 per cent area-based quota for admission.
The policy, however, said admission tests in the same catchment area will have to be conducted at different times and the education officer of the thana/upazila concerned will fix the admission schedule.
It also said that the catchment area for an applicant will be considered as the place where he or she resides after the issuance of the admission circular. The policy further said that the age of the applicant will have be 6+ for admission to Class I as per the National Education Policy, 2010, and the educational institutions concerned will fix the upper age limit. The applicant has to submit an attested copy of his/her birth registration certificate as proof of age along with the application form.
The policy said that the sibling of a student enrolled in a school will get priority for admission in the same institution.
However, this facility will be applicable only for those parents who have a maximum of two children. The admission to Class I will be compulsorily done through a lottery held in the presence of the school admission committee to ensure transparency. A waiting list will also be made so that if the selected students do not take admission, others from the waiting list will get the opportunity for admission.
The admission policy was published on the education ministry’s website yesterday, saying that students can get admission at the entry level of the schools concerned and admission to Class IX on the availability of vacant seats.
The admission year will be from January 1 to December 31, the policy mentioned.
On admission to schools in Dhaka, the policy said that school authorities will reserve 40 per cent quota for the students living in the catchment area and the rest of the seats will be open for all as per the previous rule.
However, the 40 per cent quota for the catchment area will not be applicable for those students who will be promoted from Class V to Class VI in the same institution. But students will be able to apply for admission in more than one school if the institutions are located in the same catchment area.
For educational institutions in Dhaka Mahanagar, the headmaster along with the managing committee will earmark the catchment area. If any complication arises over determining the catchment area, the thana/upazila education officer will settle the matter.
The policy, however, added that the catchment area has to be fixed properly and carefully so that no area is left behind. If the matter is not settled by the thana/upazila education officer, aggrieved persons can apply to the district education officer whose order will be final.
The institutions concerned will conduct a survey of the catchment area for probable students before starting the admission process.
The survey will also collect information of students who have passed the primary school certificate exam from the catchment area.
About the admission system for Class II and Class VIII, the policy said the students will be admitted through admission tests and students for Class IX will be selected as per the results of the Junior School Certificate or equivalent exams.
