Dhaka moves two notches 
up, still among worst five

Despite climbing up two ranks, Dhaka still remains among the worst five cities in the world (among the 60 listed) in Safe Cities Index, prepared by the Economist Intelligence Unit (EIU). The capital was placed at number 56 among 60 cities in this year’s report, with a score of 44.6 out the total 100. It was ranked 57 in the last year’s report.

The Safe Cities Index 2019 is a report from The Economist Intelligence Unit and based on the third iteration of the index, which ranks 60 cities across 57 indicators covering the 4 broad areas:  digital security, health security, infrastructure security and personal security. The EIU report said Dhaka was placed at rank 57 in Digital Security and Health Security, 59 in Infrastructure Security and 55 in Personal Security.

Nigeria’s largest city Lagos was found to be the most insecure, getting placed at 60 with a score of 38.1 while Tokyo, scoring 92, was ranked as the safest city in the world.

Other three cities in the bottom five are Pakistan’s Karachi at 57, Myanmar’s Yangon at 58 and unrest-torn Venezuelan capital Caracas at 59.

Findings from the index were supplemented with wide-ranging research and in-depth interviews with experts in the field, the report said.

A total of 10 new indicators were added this year, including the existence and speed of emergency services, the existence of a disaster plan and the ability to defend infrastructure against cyber attacks, the report said.

Tokyo again came overall first, and Asia-Pacific cities made up six of the top ten, the report said. Other cities in the top ten are Singapore (2nd), Osaka (3rd), Sydney (5th), Seoul (tied 8th) and Melbourne (10th). Two European cities are in this group, Amsterdam (4th) and Copenhagen (tied 8th), while two from America complete it, Toronto (6th) and Washington, DC (7th). However, a closer look at the important correlates of security, found city safety is not related to global region: Tokyo, Singapore and Osaka lead because of their specific strengths, not because they happen to be in Asia.

Over 56 percent of the world population now live in cities, which is expected to reach 68 per cent by 2050, the report said. The challenges of urbanisation, if unmet, can entail substantial human and economic risks and urban management will play a fundamental role in defining the quality of life of most human beings in the coming years, it said.A key element of this will be the ability of cities to provide security for their residents, businesses and visitors. Accordingly, The Economist Intelligence Unit, sponsored by NEC Corporation, maintains the Safe Cites Index (SCI)—a detailed benchmarking tool that measures a wide range of security inputs and results.
