Ex-Sonagazi OC arrested, finally

Police yesterday arrested Moazzem Hossain, former officer-in-charge of Sonagazi police station, from the capital, 20 days after a tribunal issued arrest warrant against him in connection with the murder of Feni madrasa girl Nusrat Jahan Rafi. Moazzem remained fugitive for the past few days, triggering a lot of speculation. A police team finally arrested him from the High Court (HC) area in the capital around 3:30pm, said Maruf Hossain Sardar, deputy commissioner of the Dhaka Metropolitan Police (Ramna division), at a press briefing in Milibagh yesterday.

Moazzem came to the HC to seek bail in a case filed against him under the Digital Security Act for circulating on social media a video clip of Nusrat's statement given at the police station. Supreme Court lawyer Syeddul Haque Sumon filed the case against Moazzem under the Digital Security Act on May 15.

Nusrat, a student of Sonagazi Islamia Senior Fazil Madrasa, in Feni’s Sonagazi upazila was set ablaze on April 6 allegedly for refusing to withdraw a case filed against the madrasa principal, Siraj Ud Doula, for sexually harassing her.

Nusrat died on April 10 at Dhaka Medical College and Hospital. After her death sparked a nationwide protest, Moazzem was withdrawn on the same day (April 10) and suspended a month later on the charge of negligence.

Earlier, on May 27, a Dhaka court issued an arrest warrant

against Moazzem in the case. But he could not be traced after the issuance of warrant for his arrest. Allegations brought against Moazzem after Nusrat Jahan Rafi’s murder was found to be authentic by the Police Bureau of Investigation (PBI).

According to the probe report, the former OC himself had recorded the video on his mobile phone camera and later passed the footage to someone else. He interrogated Nusrat in the absence of her lawyer or any other woman. She was crying, but the OC paid no heed to her trouble and kept questioning her using inappropriate language.

The footage recorded by Moazzem also confirmed that he was ‘insulting’ questions to the victim of sexual harassment.
