South Point School & College in Chittagong city has barred Nur Hossain Wahid, 13, a class eight student, from appearing for the upcoming Junior School Certificate (JSC) exams, allegedly for poor class attendance and failing in the test.
According to the "Proposal Regarding Operating of Junior School Certificate (JSC) Examination-2015", a student can sit for the JSC exams after completing online registration from a school approved by the Education Board. Rowson Ara Begum, mother of the student, lodged a complaint with the Secondary and Higher Secondary Education Board, Chittagong, on October 14.
She told The Independent: “Wahid has completed his registration (Reg. No. 1514823161) from the school. But the school authorities are not allowing him to appear for the JSC exams. They say he failed in the test. As per rules, JSC students do not have to sit for the test. The school is violating government rules.”
When contacted, Md Shahidullah, principal of the school,
said: “The student failed in the first and second term exams
and the test. He failed in eight to 10 subjects in each exam. As per the government circular, a student with less than 70 per cent class attendance cannot fill up the form for the JSC exams. His attendance is also poor. So, we are not allowing him to appear for the exams.”
Contacted, Mohammad Mahbub Hossain, examination controller of the Chittagong Education Board, told The Independent: “Seventy per cent class attendance is not relevant for junior students. After getting the registration from an approved school, a student can sit for the JSC exams."
Following the complaint of the student's mother, the Secondary and Higher Secondary Education Board sent a showcause notice to the principal on Monday, asking him why Wahid was not allowed to fill up the form.
The principal sent his reply on Tuesday, saying that one cannot appear for the exams if one's attendance is below 70 percent.
“The circular is relevant for the Secondary School Certificate exams and higher level. We have received the principal’s answer. We will send another notice on Thursday,” said Mahbub Hossain.
