Teachers to inspect institutions

Transparency in schools, colleges, madrashas

The government has started a peer inspection system through heads of educational institutions, who will inspect and audit other institutions to ensure transparency and accountability of schools, colleges and madrashas.
According to the system, the heads of the educational institutions of an upazila will inspect each other’s institution, and the upazila nirbahi officer (UNO) and education officer will co-operate with them to conduct this peer inspection.
This system will remove the existing old and manual inspection and auditing system of educational institutions, and the reports will be delivered by a dynamic website.
The education ministry has taken the digital content-based initiative to ensure transparency and accountability in the  inspection and auditing system as well as to improve the quality of education.
The ministry expressed hope that the system will save both time and money, and usher in dynamism in the field of inspection and audit of educational institutions. Education minister Nurul Islam Nahid yesterday inaugurated the peer inspection programme at Matijheel Model School and College. Later, the minister attended a programme organised by the Directorate of Inspection and Audit (DIA) at the CIRDAP auditorium in the city.
“The new peer inspection system will ensure transparency and accountability in educational institutions. It'll play an important role in improving quality of education,” he said.
“The DIA has limited manpower, and it is really difficult to conduct inspection and audit of around 36,000 educational institutions across the country. That's why this peer inspection system has been introduced,” he added.   
About peer inspection, Nahid said, “Two similar educational institutions will inspect each other at the end of the academic year within the specified time. They will find out each other’s lapses and upload the information on the website of the DIA.”
It has been learnt that heads of educational institutions will get no allowances for peer inspection and that it would be a voluntary informal task to assist the DIA in its work.
Education secretary NI Khan, director general of the Directorate of Secondary and Higher Secondary Education Prof Fahmida Khatun, additional secretary of the education ministry Abdullah Al Hasan Chowdhury and DIA director Prof Mafiz Uddin Ahmad Bhuiyan, among others, spoke on the occasion.
It has been decided in the programme that Lalmatia Mahila College and Matijheel Model High School and College will inspect each other.
Principal of Lalmatia Mahila College, Rafiqul Islam, told The Independent that this peer inspection system will bring dynamism in the education sector. “The new system will enable us to share different aspects of educational institutions. It’s really difficult for the DIA to inspect all the educational institutions across the country."
“I think it's a nice system that will open a new horizon in the education system, if properly applied, and help increase the quality of education,” he added.
