The implementation rate of the Annual Development Programme (ADP) during the first quarter (July-Sept) of the current fiscal year (2015-16) witnessed a downtrend as it registered 7 per cent, down from 9 per cent during the same period of the previous fiscal year (2014-15), reports UNB.
The ADP implementation rate for the July-September period of the fiscal year 2013-14 was even better with 10 per cent.
According to the latest data provided by the Implementation, Monitoring and Evaluation Division (IMED), about Tk 6,806 crore were spent by the executing agencies during this July-September period, down from Tk 7,587 crore during the corresponding period of the previous fiscal year.
Out of the overall expenditure of Tk 6,806 crore in this July-September period, Tk 4,901 crore (8pc) were spent from government fund, Tk 1,601 crore (5pc) from project assistance while Tk 304 crore (8pc) from the organisations’ own funds.
Among the 53 Ministries and Divisions, the Cabinet Division recorded the highest implementation rate of 37 percent while three Ministries -- the Ministry of Civil Aviation and Tourism, Ministry of Public Administration and the Ministry of Foreign Affairs—are yet to spend any money during this July-September period.
Out of the highest allocated top 10 Ministries and Divisions, the Local Government Division made the highest expenditure of Tk 1829.21 crore (11pc), followed by Health and Family Welfare Ministry with Tk 639.75 crore (12pc), Primary and Mass Education Ministry with Tk 612.77 crore (12pc), Education Ministry with Tk 525.18 crore (13pc), Power Division with Tk 540.24 crore (3pc), Road Transport and Highways Division with Tk 246.67 crore (4 pc), Railways Ministry with Tk 201.55 crore (3.73 pc), Energy and Mineral Resources Division with Tk 107.62 crore (3pc) and Water Resources Ministry with Tk 8.19 crore (0.3 pc).
The implementation status of other ministries and divisions include Religious Affairs Ministry 24 per cent, Commerce Ministry 19 per cent, Labour and Employment Ministry 18 per cent, Rural Development and Cooperatives Division and Ministry of Social Welfare 17 per cent each, Posts and Telecommunications and Agriculture Ministries 12 per cent each and Housing and Public Works 8 per cent.
The government earlier made an allocation of Tk 100,997 crore in the current fiscal year (FY16) against 1215 projects.
