The government is going to strengthen the Ministry of Civil Aviation and Tourism by creating 10 posts, including one of additional secretary and two of joint secretaries. Two posts of deputy secretary and five of senior assistant secretary would be created, sources in the ministry said.
Talking to The Independent, a senior official of the ministry said there is no post of additional secretary in the organogram of the ministry, though three additional secretaries are working at the desks of joint secretaries and the deputy secretaries.
“There are four joint secretaries in the ministry, against two regular posts of joint secretary. The other joint secretaries are working in the ministry as desk officers at desks of deputy secretaries and senior assistant secretaries. We need to create 10 posts in the ministry as the activities of the ministry has increased following implementation of the government’s plan to make Bangladesh a middle-income country by 2021,” he said.
The official claimed that the work of six departments under the ministry, including the Civil Aviation Authority of Bangladesh, Biman Bangladesh Airlines Ltd, Bangladesh Parjatan Corporation and the Bangladesh Tourism Board, has increased.
“The public administration ministry and the Finance Division have given approval to create the 10 posts," he said.
Already the Secretary Committee on Administrative Improvement Affairs has given the go-ahead to create the new posts, the official added.
Sources said 25 posts are lying vacant—seven of class-I officials, seven of class-II and 11 of class-III and class-IV. At present, 49 officials and employees are working in the ministry against 114 posts.
In 1972, the Civil Aviation Division was created and brought under the Ministry of Shipping, Inland Water Transport and Civil Aviation. An independent civil aviation and tourism ministry was created in August 1975.
