Panel formed to recruit teachers

The governing bodies of non-government educational institutions will lose their sole authority in the matter of recruitment of teachers, as it will now be conducted by a commission.
The government has almost finalised all formalities to form the "Non-government Teachers’ Selection Commission (NTSC)" which will provide certificates valid for three years through written and viva-voce exams.
The NTSC is likely to be formed within a month and will function like the Public Service Commission (PSC). However, the previous Non-Government Teachers' Registration and Certification Authority (NTRCA), created in 2005, will function till the NTSC is formed.
However, around five lakh candidates who have NTRCA certificates might get three year’s validity of their certificates by which they have to manage jobs in non-government educational institutions. Earlier, the candidates had certificates from the NTRCA valid for a lifetime, but those will now become invalid and they have to get new certificates through the NTSC.
The NTRCA has so far conducted 11 exams for providing certificates that enabled candidates to get jobs in non-government institutions. NTRCA sources said a total of 5,40,329 candidates have got certificates after appearing for the exam, including a special one. Of them, 63,042 have been recruited, while 4,77,287 are yet to get jobs.
According to figures available with the education ministry, there are 40,000 vacant posts in non-government educational institutions, including primary school, Ibtedayee madrasa, secondary school, madrasa and colleges.
Education minister Nurul Islam Nahid said yesterday that every year a large number of candidates pass the NTRAC exams after getting only 40 per cent marks, but their number is more compared to posts lying vacant.
“Because of this, there is a tendency to adopt unfair means, including financial transaction and nepotism, in the recruitment process controlled by the institution’s governing body. Henceforth, it will be conducted by the commission,” he added.
According to the proposed rule, a list of vacant posts in educational institutions in the districts will be prepared at  the beginning of the year. The NTSC will hold the exam and publish the upazila, district and division-wise merit list. Teachers will be recruited from the merit list.
