Minister raps secretaries for ‘laxity’ in projects  

Planning minister AHM Mustafa Kamal yesterday expressed resentment over secretaries for not following proper directions during implementation of projects.
“Next time, all the secretaries concerned would have to attend the project evaluation and monitoring report presentation workshop. Otherwise, no allocation for the development project will be forthcoming,” the minister said.
He was speaking as the chief guest at a project evaluation report presentation workshop, organised by the planning ministry’s implementation monitoring and evaluation division (IMED), at Sher-e-Bangnagar in Dhaka. Kamal threatened that he would inform the respective minister and even the Prime Minister if any secretary failed to follow directions properly.
The minister also accused secretaries and project directors of not monitoring quality of work. “I know there is pressure from the different sections, but we have to cope with the situation to ensure quality of work for sustainable development and to receive
long-term benefits from public investment,” he said.
He also said the government would not invest in areas that offered investment opportunities for the private sector. But the government would invest in infrastructure development to encourage private investors, he added.

Kamal urged officials to ensure optimum utilisation of resources to curb misuse.
IMED secretary Md Shahid Ullah Handker presided over the workshop. Prof. Shamsul Alam, member of the General Economic Division of the Planning Commission, Md Mejbahuddin, senior secretary of Economic Relations Division, Md Shafiqul Azam, the planning secretary, and  Shamsuddin Azad, member of the Agriculture, Water Resource & Rural Institution Division, among others, addressed the programme.
Earlier, a total of 15 presentations on completed projects were made by different ministries.
Prof. Alam said the reports lacked any mention of whether the line ministries had followed the suggestions of the Planning Commission or not.
He also suggested incorporating the environment and climate change impact in the reports to ensure long-term benefits of the projects.
