The Bangladesh Road Transport Authority (BRTA) yesterday (Thursday) submitted a report to the High Court (HC) , saying that 33 per cent of the buses plying across the country do not have fitness certificate. On behalf of the BRTA, lawyer Md Rafiul Islam placed the report before a bench of Justice Moyenul Islam Chowdhury and Justice Md Ashraful Kamal.
The 150-page report also said that 56 per cent of the buses do not have speed regulatory certificate. The Independent has a copy of the survey report. The report was made after surveying buses plying in different areas, including Dhaka, Mawa, Gazipur and Narayanganj. The HC issued a rule, asking why the defendant allowing vehicles without fitness certificate to be on the road should not be declared
illegal. It also asked why the court should not ban buses without fitness certificate.
The road, transport and bridges secretary, home secretary, BRTA chairman, Bangladesh road safety department director, BRTA enforcement department director and the inspector general of police have been made respondents to the rule and would have to reply within four weeks.
On July 31 last year, the HC formed a 16-member committee and ordered a survey on transports without fitness certificate after hearing a petition filed by lawyer Tanvir Ahmed.
Headed by the home secretary, the committee comprised BRTA chairman, road, transport and bridges secretary and others. It was told to file its report within three months.
It is known that during hearing, the Criminal Investigation Department's (CID's) report on filmmaker Tareque Masud’s accident and his family receiving compensation was produced, where the matter of the car not having fitness certificate surfaced.
The committee produced a photo of Titumir College student Rajib’s case and that bus too was not fit.
The case of the two students who were run over in front of Kurmitola General Hospital also showed that the bus did not have fitness certificate. Under the circumstances, the court was moved to issue a rule in the matter, said Tanvir Ahmed.
