The Bangladesh Telecommunication Regulatory Commission (BTRC) has recently unearthed involvement of Aamra Technologies Limited (ATL) in illegal Voice-over-Internet Protocol (VoIP) businesses.
The company has been facilitating the VoIP businesses through concealing information about bandwidth usage, BTRC sources said.
The BTRC said that ATL has been using 8GB data of upstream bandwidth capacity every day without informing them. Moreover, ATL has not yet informed them how long is has been using data for such purpose. Senior Assistant Director (Engineering & Operation), BTRC, Nahidul Islam, on August 19 sent a self-signed letter to ALT, asking them to furnish details about what has been done with the data. A senior official with BTRC said, “ATL has been using 8GB bandwidth data from November last year. It might be used for illegal VoIP as far as we have been able to track.”
However, Chief Operating Officer, ATL, Sharful Alam, dismissed all such allegations and said, “We don’t have any voice-related service. We don’t have VoIP Service Provider (VSP) licence either. So the allegation is illogical.”
He further said, “We did not hide bandwidth information. The ruckus has stemmed from the fact that International Internet Gateway (IG) from whom we usually purchase bandwidth kept us on their client list even after the duration of our agreement ended.”
Telecom experts say a minimum 8kbps to 97 kbps bandwidth is required to generate a voice call. But a BTRC official said, “In Bangladesh, such a call is generated using 8kbps to 13kbps bandwidth.” If such be the case, ATL, using 8GB bandwidth, is helping generate at least 7 million calls per day and 210 million per month; he added.
BTRC claimed ATL has also changed its Multi Router Traffic Grapher (MRTG) link, and operators who change such links are usually involved in illegal operations.
Further, documents submitted to BTRC by ATL in July indicate that they gave revenue to the government till June, omitting Robi Axiata Limited from their client list. However, BTRC said ATL established bandwidth connection with Robi on May 1, 2015. BTRC alleged ATL has not been submitting the monthly report it is supposed to on the 7th of every month.
On his part, Sharful told The Independent, “Aamra informed BTRC before we got the work order from Robi, which created the gap. Monthly reports are being given as well.”
