Paid for 8yrs sans work, OSD secy goes on PRL

After providing salary and other allowances without work for the last eight years, the public administration ministry has decided to retire OSD (officer on special duty) secretary Md Ebadot Ali. The ministry has granted a post-retirement leave (PRL) of one year (effective from January 22) to the OSD secretary as per Clause-4 of the Public Servants (Retirement) Act, 1974 by issuing a notification on January 13. Ali, a 1983 batch BSC administration cadre official, is the only high-ranking official in the civil administration to be made OSD for last eight years without any reason, ministry sources said.

It’s interesting to note that the authorities concerned, especially the public administration ministry, had promoted Ali to the higher tier of the post of secretary during his 36 years of service in the bureaucracy. When contacted, Ali told The Independent that he has been drawing a monthly salary of Tk 1.83 lakh from the government without having to do any work for the last eight years.

“I do not have to attend office, though I am an incumbent secretary. The authorities concerned are providing me a vehicle, the required amount of fuel and a fulltime driver. I was also enjoy various allowances and bonuses, and it’s all from the state exchequer,” he said.

“I don’t know why the authorities concerned made me an OSD for such a long time,” he added.

“I was made OSD when I was in charge (acting secretary) of the railway division on September 14, 2011. I was promoted as secretary while still an OSD. As a civil servant, I wanted

to work and not just draw salary as an OSD,” he noted.

Ali, a former member of the Planning Commission, said he will look after a private job after completing his PRL period.

Senior officials of the public administration ministry said they were not aware why he was made OSD.

Sources said there were a few lucky officials in the bureaucracy who were promoted as secretary. Ali must have been considered as an efficient official and that’s why he was promoted to the top post in the civil bureaucracy, they added.

Ali was posted in several important ministries, and was even made deputy commissioner, during the tenure of the present government.

Ali was born in Pabna on January 23, 1960. He has completed nine different courses at home and abroad.

He has worked as an upazila nirbahi officer (UNO), additional deputy commissioner (ADC), DC, deputy secretary, joint secretary and transport commissioner of the government transport pool.

There is an option in the civil bureaucracy that any official who has completed 25 years of service can be sent home with all retirement benefits.
