Fourteen days after a meeting of the Cabinet Committee on Purchase by the current government, the Cabinet Division is going to approve two different proposals of Tk 129.74 crore on a circulation basis, according to sources in the food ministry and the road transport and bridges ministry.
One of the proposals came from the road transport and bridges ministry. It involves selection of a consultancy firm for the construction of the Joydevpur-Jessore-Chondra-Tangile and Elenga four-lane project. The other proposal is all about importing 50,000 MT of wheat, the sources say.
Already, the road transport and bridges ministry and the food ministry have sent the proposals to the Cabinet Division, seeking the approval of the purchase committee.
The approval would be given on the basis of Section 17 (i) and 20 (1) of the Rules of Business 1996, as the meeting of the purchase committee had closed on December 5 following the announcement of the country’s 11th parliamentary election to be held on December 30, a senior official of the Cabinet Division told The Independent.
“We have prepared a summary of the two proposals and will forward it to the Prime Minister’s Office, seeking approval of the Prime Minister. After that, letters would be sent to the ministries concerned for taking further steps in this regard,” the official said.
Sources say that it is impossible to take consent for the proposals from every member of the purchase committee as they are contesting the upcoming national polls and busy with their election campaigns. Only finance minister AMA Muhith is now available as he will not contest the election.
Muhith has given his consent to the proposals for giving approval to the circulation, the sources added. According to the proposal of the food ministry, a Swiss company, Aston FFI SA, will supply 50,000 tonnes of wheat at a cost of USD 284.05 per tonne.
According to the ministry proposal, Tk 10.44 crore would be paid to the consulting firm South Korean’s Kunhwa Engineering and Consulting Company Limited, a joint venture between Korean Consultants International Co. Limited of South Korea and International Consultants Technocrats Pvt Limited of India in association with the Development Design Consultants Limited of Bangladesh.
The joint-venture firms will monitor the construction works of the Joydevpur-Jessore-Chondra-Tangile and Elenga four-lane project, which will ease traffic jam in the areas.
