MPO policies

It is a piece of good news that two separate monthly pay order (MPO) policies for the non-government technical institutions and madrasas would be declared soon. According to a report of this newspaper yesterday, there would be an age limit—35 years—for a prospective teacher who may get the government grant MPO. Under the policy called "Organogram of the Non-Government Educational Institution (Technical and Madrasa) and MPO Policy 2018” teachers could be transferred also like their public counterparts.

Bangladesh education system is in disarray because of the prevalent various streams of education, instead of being a uniform one, even though in the constitution of the country, it is mentioned that the nation will have a uniform education. Moreover, most educational institutions of the country are founded through private initiatives where teachers used to be recruited privately with, in most cases, poor salary. They still are recruited privately, but after the necessary government registration if he is to get the MPO.

But their counterparts at the public educational institutions get handsome salary and other pecuniary benefits. Hence the non-MPO teachers feel they are suffering injustice. Students of the privately-founded non-government institutions participate in the public exams often making brilliant results and in their success their teachers certainly play a role.

That is why, to address the grievances of the non-government teachers, the government introduced the Monthly Pay Order (MPO) system. As the newer educational institutions being founded privately—it is sad that at the secondary and higher secondary level the government hardly founds new institutions—there are always fresh batches of teachers who demand this MPO from the government.

For this the nation always has to see the non-MPO teachers flocking to the capital and sit in front of the National Press Club and start hunger strike to press their demand. And this is not healthy for a nation. Therefore, there is obviously a great need for having a well-charted policy or policies for smooth functioning of this MPO system so that non-government teachers get their due MPO systematically and they do not have to go for a hunger strike making a show of misery.

As the government does not increase its education budget and establishes newer institutions or nationalise all the institutions, the government will have to depend on this MPO for teachers’ welfare as a whole. And the education ministry has to do it effectively at that.
