The government has started the process of removing disparities in salaries of public university teachers by re-activating the Cabinet Committee on Removing Disparities in Salary Affairs (CCRDSA), as per the decision taken at Monday’s cabinet meeting.
Prime Minister Sheikh Hasina, during the cabinet meeting, wanted the cabinet committee to look into the pay scale of teachers of 37 public universities.
The Cabinet Division has started preparing the terms of reference (ToR) of the five-member committee, sources in the finance ministry and the Cabinet Division said. This comes after teachers of different public universities launched a movement demanding a separate pay scale.
After preparing the ToR of the cabinet committee, the Cabinet Division will send letters to the committee members within a week to start its activities, the sources added.
Cabinet Secretary M Musharraf Hossain Bhuiyan told The Independent that the Finance Division will issue an order of the cabinet’s decision to hike the pay scale and then the cabinet committee may start its activities on the basis of the order.
“The finance minister, who heads the committee, knows when it will start its activities,” he said.
Talking to this correspondent over telephone, finance minister AMA Muhith said he will start the activities of the cabinet committee after an order on pay scale is issued by the Finance Division.
“The cabinet has just approved the national pay scale and the Finance Division will issue a gazette notification and then we will call a meeting of the committee. It will take time to call the meeting because we have to study the matter first,” he added.
The Cabinet Committee on Removing Disparities in Salary Affairs was formed on April 24, 2014. It is headed by the finance minister. The information minister, education minister, state minister for finance and the state minister for public administration are the other members.
On September 7, the cabinet approved the 20-grade pay scale for government employees, both civilian and defence, with a provision for automatic increase every year. But the public university teachers could not be incorporated in the new pay scale.
