Bangladesh is not a scientifically and technologically well-advanced country. In fact, it is lagging behind in many respects in the field compared to the other countries in the South Asian region, not to mention those advanced countries of the West that are making great leap in science and technology even today.
Despite our low profile in the field, we agreed on installing of the Rooppur nuclear plant at Pabna on the ground that we must not always remain behind in the field and we have to acquire our own skill on nuclear technology. Moreover, our country is in great need of power, and at a time when coal is being increasingly discarded for electricity production worldwide, nuclear technology remains the most viable option.
But a nuclear plant has its risks: nuclear disasters can be horrific. Even in Russia the country that is given the responsibility to establish the nuclear plant at Rooppur suffered the worst nuclear disaster in 1986 at Chernobyl. In the recent times the extent of destruction caused in Japan’s Fukushima Daiichi nuclear accident of 2011 is still fresh in our mind.
We agreed to have our own nuclear plant on the condition that it would be foolproof to any such tragic disaster and for that to achieve the safety measures for the plant must be hundred per cent. Any lacking in this would not be acceptable. According to a report of this newspaper yesterday, Bangladesh’s relevant authorities have decided that a Russian state-owned company, Rostechnadzor TSO JSC VO “Safety”, will be given the responsibility to supervise the proposed Rooppur Nuclear Power Plant (NPP) for radiation protection and to ensure the plant’s safety at a cost of Tk 1,354 crores.
This company will work for 11 years under the general framework contract (GFC) of the Nuclear Regulatory Infrastructure Development of the Bangladesh Atomic Energy Regulatory Authority (BAERA). It is expected that the Russian company will deliver its duty in line with the safety standard that our nation wants to have at Rooppur and BAERA must ensure this as a supervising authority of Bangladesh.
Russia’s Rosatom State Atomic Energy Corporation is building the 2,400-megawatt (MW) nuclear power plant at Rooppur in Pabna district and the plant is designed according the world’s first ‘Generation 3+’ NPP of the Novovoronezh plant of Russia.
A huge amount of money will be spent for establishing the plant for producing 2,400 megawatt of electricity and putting in place the safety measures at the plant. Our expectation is the nuclear project is worth every penny.
