Passport dept DG rank to be upgraded to Grade 1 post

As part of the ongoing reforms in the Department of Immigration and Passports (DIP), the government is planning to upgrade the rank of the director-general (DG) of the department from Grade 2 to Grade 1.

At present, a Major General of the Bangladesh Army is working on deputation as the DG of the DIP. He has joined the post even though the rank of the chief of the department is Grade 2.

Talking to The Independent, a high-ranking official of the public administration ministry said that the Security Service Division of the home ministry has sent a proposal to the ministry seeking approval to upgrade the rank of the DG of the DIP to Grade 1 from Grade 2.

“We are scrutinising the proposal, considering the importance of the department,” he said.

In the proposal, the Security Service Division said a military officer of Grade 1 rank—a Major General—is working as the DG of the DIP now while the number of regional offices of the department has already been hiked to 71 so far from only nine.

“Besides, 65 passport and visa wings have already been set up to provide machine readable passports (MRPs) to the expatriate Bangladeshis working in different countries of the world. As the activities of the DIP have expanded, the rank of the DG of the DIP should be upgraded to Grade 1,” the proposal said.

Sources in the public administration ministry said over 50 posts of chiefs of various departments in different ministries and divisions have been upgraded to Grade 1 from Grade 2 so far.

At present, Maj. Gen. Md Masud Rezwan is working as the DG of the DIP, though he joined here as a Brigadier General. He was promoted to the rank of Major General on January 3.

He was deputed to the DIP as the director-general on December 20, 2016. Before being appointed the DG of DIP, he worked as the project director of the ‘Introduction of Machine Readable Passport (MRP) Project’. Maj. Gen. Rezwan served as the dean of the Science and Technology faculty of the Bangladesh University of Professionals from January 25, 2009 to June 24, 2012, before joining the MRP and MRV projects implemented by the home ministry.
