China advances human rights through development

At present, China has a very clear short-term development goal: to “build the country into a well-off society in a comprehensive way” by 2020. Fulfilment of this goal will surely promote the continuous progress of human rights in China. The concepts of “sustained and healthy economic development,” “constantly expanding people’s access to democracy,” “significantly enhancing a cultural of soft power influence,” “comprehensively improving people’s living standards” and “quickly progressing a resource-saving, environmentally friendly society” have all enriched and developed people’s understanding of a well-off society in an all-round way.

The goal of building China into a well-off society in a comprehinsive way is in line with the idea of safeguarding human rights. It sets the pace and points out the direction for the cause of human rights in China. At the Fifth Plenary Session of the 18th CPC Central Committee, formulation of the “13th Five-Year Plan for National Economic and Social Development” was first proposed then and made into overall framework for building a well-off society in an all-round way. In 2016, the “Outline of the 13th Five-Year Plan ” was fixed as the final blueprint of building a well-off society in a comprehensive way.

To build a well-off society in a comprehensive way, we Chinese must ensure that all of our people can climb out of poverty. China aims to lift all poor people out of poverty by 2020. This goal is one way in which the Chinese government aims to create a well-off society in an all-round way. This ambition is a solemn declaration and a brand new standard for protecting human rights. It will raise development standards in China and stand as a beacon of human rights to developing countries.

China has achieved remarkable results in poverty alleviation. From 2013 to 2016, more than 55 million people in China’s rural areas lifted themselves out of poverty. China fulfilled its yearly task of reducing the number of poor people by more than ten million for four consecutive years. It is still a daunting task to lift up all poverty-stricken people by 2020, but the measures of “taking targeted measures to alleviate and eliminate poverty” and “improving weak links” are undoubtedly in line with the universal principle of human rights. These efforts are China’s great contributions to the development of the world’s human rights cause.

China has proposed very important development concepts of “innovative, coordinated, green, open and shared development”, and stressed that these concepts will bring about profound changes to the overall situation of China’s development. Among these, shared development means that development is for the people; it should be pursued by the people and its outcomes should be shared by the people so that the people will enjoy an increasing sense of gain while moving steadily towards a common prosperity.
