The Barisal City Corporation (BCC) on Monday placed a Tk. 406.45-crore budget for the 2017–18 fiscal year without imposing any fresh taxes or increasing previous tax rates compared to the revised budget of Tk. 151.75 crore of the 2016–17 fiscal year. The announced budget has a deficit of Tk. 254 crore.
The proposed budget has as its own source of income for only Tk. 171.07 crore, which would be spent to meet establishment costs. The remainder of Tk. 236 crore is expected from governmental and non-governmental allocations for the implementation of development projects.
BCC mayor Ahsan Habib Kamal, after getting the approval of the councillors in the morning, announced the 16th budget of the corporation at the Nagar Bhaban conference room in the presence of the councillors, officials of the BCC and the administration, and journalists.
Kamal, however, said the size of the budget was insufficient to provide the eight lakh-odd city dwellers living in an area of roughly 58 sq. km all necessary facilities.
Marking the 2017–18 fiscal year as the year of the city’s development, the mayor declared the city would be freed of water-logging. It would also be a drug addiction-free child-friendly city, with healthy entertainment and amusement facilities. The services of the corporation would also be upgraded, providing it with all necessary manpower and funds and a master plan. The heads of the income of Tk. 171 crore from the BCC’s own resources in the new budget are: taxes from rates and holdings, including building construction, outstanding bills, advance money and fares, block allocations by the government, trade licence fees, permanent transfer of assets and tax, assets of the leasing corporation and sales of tender schedules.
Development expenditures include Tk. 35.15 crore for the expansion of the city’s streets, Tk. 100 crore for the development of the extension area, Tk. 86 crore for the structural development of the BCC, improvement of its garbage management and renovation of its drainage system, Tk. 24 crore for the rehabilitation of people affected by natural disasters and slum people, Tk. 15 crore for the development of entertainment and recreation facilities and beautification projects, Tk. 22 crore for health, sanitation and environment and Tk. 20 crore for different types of infrastructural development in the city.
During the budget speech, the BCC mayor said the expenditure on BCC employees doubled this year, but income increased only a little. He said the storage of construction goods on roads has been designated illegal from now onwards as its creates water logging during the rains. He also announced that wages of daily labourers would be increased to Tk. 250 against Tk. 150 earlier.
The Barisal municipality, created in 1869—with two wards and a population of 10,000—was later expanded to 10 wards with a population of around 1 lakh in the pre-Liberation period over 20 sq. km area. It later spread to 25 sq. km in the post-Liberation period.
