Road cleared for fuel import from India via pipeline

The cabinet committee on purchase yesterday approved a proposal of the energy ministry to import fuel from India via the Indo-Bangla Friendship Pipeline.

The energy ministry can now sign a Sale Purchase Agreement (SPA) with the Indian state oil company Numaligarh Refinery Ltd (NRL) to import fuel from Siliguri in the Indian state of West Bengal via the pipeline.

The approval was given at the committee meeting held at the conference room of the Cabinet Division with finance minister AMA Muhith in the chair.

According to the proposal, the proposed SPA between the NRL and Bangladesh’s state-owned oil company Bangladesh Petroleum Corporation (BPC) will be signed soon for importing up to one million metric tons per annum (MMTPA) of fuel from India.

The Indian government will provide Rs 303 crore as a grant for Bangladesh to import diesel from the marketing terminal of Siliguri to the Parbatipur depot in Bangladesh via the proposed 131-km pipeline. The proposal added that the SPA would have a 15-year term, and the diesel would be imported through a letter of credit. The BPC will pay NRL a premium of $5.50 per barrel, the proposal added.

The purchase committee has also approved another proposal of the railway ministry to select two joint venture companies—CT Joint Venture and CCECC-Max JV—to build the single-line dual-gauge railway track from Chittagong to Cox’s Bazar via Ramu to Gundum in Myanmar for Tk. 6,900 crore.

For Lot-1, CT Joint Venture has been selected for the work at a cost of Tk. 3,29.37 crore, and the CCECC-Max JV has been selected for Lot-2 at a cost of Tk. 3,869.42 crore. The railway ministry will issue a work order soon for the construction.

According to the proposal, the railway connectivity to Cox’s Bazar will boost tourism, as the passengers will be able to reach the tourism hot spot only in six hours.

The new railway link will also be a part of the trans-Asian railway route connecting Bangladesh to neighbours like China, Myanmar, and Thailand, the proposal added. He said the 100-km dual-gauge railway track is likely to be completed by 2022.

More than 18 proposals of different ministries and divisions were approved at the meeting.
