The government is undertaking nine rural infrastructure improvement projects involving Tk. 14,184 crore ahead of the next general election to make people happy across the country.  The local government engineering department (LGED) will implement the projects within the next three years, starting from this year. The local government ministry already sent the development project plans (DPPs) to the Planning Commission for examining the projects.  Besides, the government is taking up a separate project to develop rural haats and bazaars at a cost of Tk. 1,785 crore.

As per the DPPs, the nine projects would be implemented in all divisions. Meanwhile, the Executive Committee of National Economic Council (ECNEC) has already approved the Khulna Division Rural Infrastructure Development Project at a cost of Tk. 2,635.70 crore. Now, the Planning Commission is reviewing the DPP of the rest of eight projects to recommend to be approved by the ECNEC.   Local government specialist Prof. Tofail Ahmed yesterday said: "I don't want to say that these are election projects. However, they are likely to be indirectly aimed at motivating voters before the next election. The government can implement any politically motivated project to fulfil their political commitment.”

“The quality of these projects is important. For this, the funds have to be utilised properly," he added. He said accurate technical plan is required to implement rural infrastructure improvement projects. Otherwise, the project funds will be plundered, he warned. He expressed apprehension that the imple menting agency, namely the local government engineering department (LGED), is not inde pendent and thus the projects could be influenced by local lawmakers.

According the DPPs of the projects, the government demanded Tk. 1,950 crore to improve the infrastructure in greater Rangpur and Dinajpur, Tk. 1,550 crore for Rajshahi division; Tk. 2,088 crore for greater Mymensingh; Tk. 986 crore for Comilla, Chandpur and Brahman Baria; Tk. 1,214 crore for Sylhet division; Tk. 900 crore for Chittagong and Cox’s Bazar district; and Tk. 1,760 crore for Dhaka division.

Under these projects, the LGED will construct rural culverts and bridges, among others.
