Utilising human resources to ensure human development is crucial in the present context

For a developed Bangladesh

The state is originated from a political concept. However, after the formation of the state, there come various types of evolution of the political concept. If it reflects the evolutionary positive attitude, then it plays an important role in the formation of a developed state. But if the point of view is negative, the stability of the state will be bogged down. So, the point of view of this aspect is important.

In a speech on nationalism in 1917, Rabindranath Tagore compared the state's work with egg shells. These eggs and cobs are different from each other. When the egg shell protects the egg inside the egg, it ensures the person's safety. And when the security of the person is ensured through the state, then the state develops through society and social culture. When this egg granule turns out to be the food of the egg, when the egg shade becomes unfavorable to the morning meal, then the society and the state are endangered by the person. But the question here is that whether the state will ensure the safety of the citizens or not? It is seen in many cases when we compare the state with the substance, there is a kind of inferiority complexity in understanding the true nature of the state. The state is formed in four basic elements of geographical location, population, government and sovereign power. The government can be identified as the main variable of the state. The government can be considered as its soul when compared to the state. But there is no chance to see the government and the state as altogether. If there prevail a lot of mineral resources in the country, then there is a need for environment in the field of agriculture and industry.

The opportunity to transform human resources to an eminent and efficient human development is noteworthy in the present context of Bangladesh.  Here, the issue of sea resources can also be mentioned. And what is most important is that the state's climate and rich cultural activities have made people of this country talented, industrious and meritorious.

As a result, the state has made its own vitality through its own individuality. However, this plan of development can be used to think deeply about how this development can be used. Here the government's viewpoint serves as the focal point for consideration. As the government constitutes a person, one thing becomes important when it affects the person or affects the state or individuals and states work as a complement to each other. Henceforth, the person is meant to refer to the government, and in other cases the citizens of the state can also be considered.

In this case, the concept of Amartya Sen can be taken into consideration as the basis of the relationship between a person and a state. He equates to the economic progress of a state with the progress of human life. Economic progress may stop if the human progress is not taken into account. And the concept of forming an advanced state of today is more dependent than the other depending on the political conceptions that are centered on economic concepts.

It is not possible to ignore the principles and philosophy of the state in any way. Although non-communal Bangladesh is formed on the basis of Bengali nationalism, democracy, socialism and secularism, these principles have been changed in the course of time and in many cases have played a negative role in the development of the state. As a result, balanced distribution of such assets was not possible in the state, so also the class-wise issues have created a very imbalanced state between the society and the state. In spite of being universal, education sector was dripped into a hollow land and not become able to achieve its desired goal due to political bargaining. In addition, issues like terrorism and militancy are playing a negative role in the formation of an advanced state. However, the hope is that the present government is thinking of forming a developed state by implementing Vision 2021 and 2041, containing the state's individuality. This reflects the positive attitude. The concept of formation of a digital Bangladesh is based on how agriculture, industry, technology and state resources can be developed and a developed state can also be formed.

And to achieve real success in this case, removal of the negative ideas must have to take into consideration that have been created in the country now and a sense of genuine patriotism and morale should have to be implemented among the people.  Furthermore, it is necessary to consider how conservative thinking can be transformed into developed and liberal thinking because the plan and its implementation are attainable only when it is possible to prepare human values, real education, philosophy, honesty, morality and public thinking fields.  Another thing to mention here is that it is necessary to take initiatives to educate the citizens of the state by enlightening the citizens of the country for the transition of culture that is trying to make the culture of non-nationalism by combining culture with religion or making religious division.

Once the state affects the government, the government can also influence the state. But since the government is formed by the combination of different people, so if the idea of each person's own idea is not integrated into a genuine ideology and philosophy, then the concept of development through unity is neglected. Again, being integral to each individual is a very complex one. In this case, if there is a leadership to give priority to the overall interest of individual interests and community interests, it can be fruitful for the formation of an advanced state. There is no scope to make the point of purity and accountability easy. For example, Malaysian former Prime Minister Mahathir Muhammad can be mentioned. The history of a state has been changed by his hand.

Furthermore, his fair, visionary and courageous role has worked. The idea of forming a developed state has changed the prevalent concept of traditional ideas. He established small and medium industrial factories through industrialization in his country. In this case, he adopted a short and long-term plan as the key to his development. Again, he considered the matter of purity and accountability in the implementation of the plan. He is closely monitoring the issues, not just planning but also implementing its proper accomplishment according to the plan, whether it is being equally implemented or not, though it is playing a direct role in the formation of a developed state. In the 1980s, he accelerated the process of forming a developed state through progress of agriculture and industrial sector through the National Development Policy.

 As a result, in 1992, Malaysia employed its workers, employing nearly 8 lac foreign workers. This year, Malaysian goods worth $ 650 billion worth of goods were exported to the United States and India.
