BTRC extends deadline for third time

Bangladesh Tele-communication Regulatory Commission (BTRC) has extended for the third time the deadline for submission of the audit report of financial operation of Grameenphone after receiving roadmap from the audit firm recently. The regulator is expecting that it will get the audit report of GP by the end of this year. 

The telecom regulator appointed Toha Khan Zaman & Co, Chartered Accountants, for auditing the financial operation of Grameenphone on October 6, 2015.
In 2011, BTRC had started auditing of the top two telecom operators—Grameenphone and Banglalink. 
Ahmed Zaker & Co, which was assigned to audit Banglalink accounts, could not complete the task, citing inability. However, Fazal & Co completed the audit of Grameenphone in the same year. Following the audit, the commission had sent a letter 
to Grameenphone demanding Tk 3,034 crore on October 3, 2011. 
The operator, however, raised questions over the audit firm’s qualification for the task. The matter was taken to court and the Supreme Court on December 9, 2013 declared the appointments of firms by the telecom regulator to open the audits into the mobile phone operators illegal as it violates Public Procurement Rule 2008.
Mohammad Naser, the director of audit firm Toha Khan Zaman & Co, told The Independent, “We are working in Grameen Phone since July 19, 2016 and before that we were discussing with them regarding the mode, methods and modalities of GP audit.”
Earlier on February 2017, Toha Khan Zaman & Co applied to BTRC for extending the deadline for submission of the audit report for the third time.
After reviewing the roadmap filed by Toha Khan Zaman & Co, an official of the telecom regulator said “We are expecting the audit report by the end of this year.”  
BTRC Chairman Shahjahan Mahmood, however, said the progress of auditing of GP is satisfactory. 
A senior official of the BTRC said the commission had to extend the audit time as the audit firm could not work 
properly when it started auditing due to non-corporation from the country’s leading mobile phone operator.
