Bangladesh Telecommunication Regulatory Commission (BTRC) has selected Toha Khan Zaman & Co, Chartered Accountants, for auditing the financial operation of Grameenphone from October 20.
An agreement was signed yesterday between BTRC and Toha Khan Zaman & Co in this regard, confirmed BTRC sources.
Also, BTRC has selected Masih Muhith Haque & Co, Chartered Accountants, for auditing the financial operation of Robi and an agreement will be signed next week, said a BTRC senior official.
Although the decision to appoint audit firms was taken in January 2013, it was delayed due to the complexity of the appointment procedure and indecision, BTRC officials said.
In 2011, BTRC had started auditing of the top two telecom operators—Grameenphone and Banglalink. Ahmed Zaker & Co, which was assigned to audit Banglalink accounts, could not complete the task, citing inability. However, Fazal & Co completed the audit of Grameenphone in the same year. Following the audit, the commission had sent a letter to Grameenphone demanding Tk 3,034 crore on October 3, 2011. The operator, however, raised questions over the audit firm’s qualification for the task. The matter was taken to court and the Supreme Court on December 9, 2013 declared the appointments of firms by the telecom regulator to open the audits into the mobile phone operators illegal as it violates Public Procurement Rule 2008.
Later, the BTRC called for international audit firms to crosscheck various information of the six telecom operators — Grameenphone, Banglalink, Robi, Airtel, Citycell and Teletalk.
The BTRC cancelled the process as the country’s local auditors claimed that as per the country’s law a foreign audit firm could work in capacity of a consultant but could not be appointed as an auditor.
