The government is soon going to enact a law for Qawmi Madrasas to recognise the certificates of Dawra-e-Hadith as equivalent to master’s degree in Islamic studies and Arabic. Education ministry sources said the new law was necessary as the government had started giving recognition to the Dawra-e-Hadith certificates issued by the six Qawmi Madrasa Education Boards. A ministry official said that the draft law—the equivalence of certificates of Dawra-e-Hadith to master’s degree (Islamic studies and Arabic) of the Qawmi Madrasas Act 2018—was now with a scrutiny committee for assessment. The committee would forward it to the Cabinet for approval and after that it would be made into a law, he added. The draft law has 10 provisions including the functioning of six Qawmi Madrasa Education Boards under Al-Haiatul Ulya Lil-Jamiatil Qawmia Bangladesh, the setting up of the head office
of Al-Haiatul Ulya in Dhaka, laying down of the conditions for providing certificates, and educational activities and other functions of Al-Haiatul Ulya.
Al-Haiatul Ulya Lil-Jamiatil Qawmia Bangladesh is a government-recognised combined Qawmi Madrasa Education Board with the authority to arrange central examinations and issue certificates.
The six Qawmi Madrasa Education Boards are Befaqul Madarisil Arabia Bangladesh, Befaqul Madarisil Qawmia Gauhordanga Bangladesh, Anjumane Ittehadul Madaris Bangladesh, Azad Deeni Edaraye Talim Bangladesh, Tanjeemul Madarisid Diniya Bangladesh and Jatiya Deeni Madrasa Shikkha Board Bangladesh.
According to the draft law, a committee of Al-Haiatul Ulya Lil-Jamiatil Qawmia Bangladesh will be the highest decision-making body for issuing certificates.
The committee will consist of a chairman and a vice-chairman, who will always be ex officio members from Befaqul Madarisil Arabia Bangladesh. Besides, there will be 15 other members from the six boards, including five from Befaqul Madarisil Arabia Bangladesh.
In addition, the chairman can co-opt any member with the permission of the committee, but the number should not exceed 15.
The certificates of Dawra-e-Hadith will be considered as equivalent to Master’s degree (Islamic studies and Arabic) for the Madrasas registered by the committee.
The committee will also supervise the Dawra-e-Hadith exams as well as formulate the syllabus, examination method and schedule, uniform question formation, evaluation of answer scripts, results and issue of certificates.
The committee, which would be above party politics, will inform about its activities to the education ministry.
“We want a proper law so that everything goes on properly. A draft law has been formulated with the consultation of leaders of the Qawmi Madrasa though there were several debates on the Al-Haiatul Ulya committee,” Yahya Mahmud, member secretary of Qawmi Shikhakha Sanad Shikriti Bastabayan Parishad, told The Independent yesterday.
Mahmud said the proposal to always choose the committee chairman and vice-chairman from Befaqul Madarisil Arabia Bangladesh and not from the other five boards was not acceptable. “Other board members should also be given an equal opportunity to hold these posts. We hope the government would consider this
and all other aspects before finalising the law,” he added.
He also questioned the matter of quorum for any decision by the Al-Haiatul Ulya committee as there would be chances of nepotism by members of the same Qawmi Madrasa Education Board.
Following various movements and pressure from different quarters,
Prime Minister Sheikh Hasina had announced the recognition of the certificates of Dawra-e-Hadith on April 11, 2017.
Two days later on April 13, the education ministry issued a circular stating that the equivalence of the certificates was based on the basic principles of Darul Uloom Deoband of India and to maintain the separate characteristics of the Qawmi Madrasas.
